The president shall:

  • Preside at all meetings of this local PTA/PTSA.
  • Coordinate the work of the officers and committees of this local PTA/PTSA in order that the purposes may be promoted.
  • Submit this local PTA/PTSA officers’ contact information form and verification of this local PTA/PTSA’s employer identification number (EIN) to the Virginia PTA state office immediately upon election of officers annually.
  • Perform such other duties as may be prescribed in these bylaws.
  • Serve as an ex-officio member of all committees of this local PTA/PTSA except the nominating committee.

The vice president(s) shall:

  • Act as aide(s) to the president.
  • In their designated order, perform the duties of the president in the absence or inability of the officer to act.
  • Perform other delegated duties as assigned.
  • Perform duties specific to the position as described below:


  • First Vice-President
  • Act as primary aid to the president and perform the duties of the president when delegated by the president;
  • Serve as an ex-officio member of all committees of this local PTA/PTSA except the nominating committee;
  • Facilitate communications between the executive board, executive committee, committee chairs and PTA members;
  • Act as aide to the treasurer; serve as second check signer; review accounts


  • Vice-President of Parent Relations
  • Facilitate communications between Oakridge Elementary PTA and parent members;
  • Assist Oakridge Elementary in organizing and running approved classroom activities;
  • Organize parent volunteers for each classroom.


  • Vice-President of Staff Relations
  • Facilitate communications between Oakridge Elementary PTA and teachers and staff;
  • Welcome teachers/staff at the beginning of the school year;
  • Assist Oakridge Elementary in organizing, funding, and running approved staff appreciation events;


  • Vice-President of Membership
  • Promote PTA membership
  • Communicate the membership list to the secretary
  • Gather dues and coordinate payments with the treasurer


  • Vice-President of Fundraising
  • Plan fundraisers to support the PTA budget and objectives
  • Manage and conduct fundraisers
  • Monitor and report on the effectiveness of fundraising activities


  • Vice-President of Communications
  • Plan communication strategies
  • Manage ad hoc and routine electronic communications to the membership and overall school community
  • Monitor and report on the effectiveness of communications


  • Vice-President of Community Engagement
  • Support, manage and ensure the representation of this local PTA on councils, boards, committees, working groups and initiatives led by higher units of the PTA, the County, and Arlington Public Schools as necessary to promote the interests of this PTA and the larger Oakridge community as-a-whole.
  • Attend pertinent community meetings to make sure this local PTA has one vote.
  • Facilitate consensus within this PTA on key APS topics such as instruction, capacity, APS budget, and school board issues.
  • Monitor the APS Engage website (https://www.apsva.us/engage/) and Press Releases to ensure the Oakridge community is aware of upcoming APS issues.
  • Share information on pertinent APS events with the PTA membership and community.

The secretary shall:

  • Record the minutes of all meetings of the local PTA/PTSA.
  • Keep the official copy of the local PTA/PTSA bylaws in his/her files.
  • Maintain a membership list as required by Virginia PTA.
  • Review PTA mailbox and help either directly respond or communicate to the President, or other VPs as needed.
  • Perform other delegated duties as assigned.

The treasurer shall:

  • Have custody of all funds and finances of the local PTA/PTSA.
  • Keep a full and accurate account of receipts and expenditures as described in these bylaws.
  • Make disbursements as authorized by the president, executive board, or general membership in accordance with the budget adopted by the general membership.
  • Have checks or vouchers signed by two (2) officers, preferably the treasurer and the president.
  • Present a written financial statement at every meeting of the local PTA/PTSA and at other times when requested by the executive board.
  • Prepare an annual financial report at the close of the fiscal year.
  • Have the accounts examined according to the auditing procedures outlined in these bylaws.
  • Submit a copy of the fiscal year-end audit report to the Virginia PTA state office within fifteen (15) days following the adoption of the audit by the membership.
  • Submit a 990N, 990EZ, or 990 forms per IRS regulations. A copy of this form shall be sent to the Virginia PTA state office within fifteen (15) days of filing.
  • Remit by December 1 to the Virginia PTA state office, Virginia PTA and National PTA dues for membership received prior to December 1. Remit by March 1, dues received after December 1 and remit by June 30, all Virginia PTA and National PTA dues received after March 1.
  • Perform other delegated duties as assigned.

 PTA Meeting Coordinator

  • Coordinate arranging the logistics for the PTA meetings – includes location, date, time,
  • Arrange for the food, supplies for the PTA meetings, as needed.
